The SBA 7(a) Refinance Program lets you replace an existing SBA 7(a) loan (or other qualifying business debt) with a new 7(a) loan on improved terms — but only if the refinance clears SBA’s payment-improvement test and your current debt isn’t already on reasonable terms. It’s not an automatic swap available to every borrower with a high rate; it’s underwritten like any other 7(a) loan.
Who Actually Qualifies
- The debt must have been used exclusively for business purposes and must not already be on reasonable terms.
- Qualifying debt types include demand-note or balloon-payment debt, debt priced above SBA’s own maximum rates, business credit-card debt, over-collateralized debt, and revolving lines your current lender won’t renew or reprice.
- The payment-improvement test: your lender must document at least a 10% improvement to your installment payment amount and explain the cash-flow benefit in the credit memo. This is the real qualifying bar — not a specific rate threshold.
- If the debt being refinanced was itself a refinance of a prior debt, it must have been on your balance sheet for two full tax cycles before the new application.

SBA 7(a) Rate Structure
SBA caps the maximum variable-rate spread lenders can charge over the base rate, and the spread narrows as the loan size grows:
| Loan size | Max spread over base rate |
| $50,000 or less | +6.5% |
| $50,001–$250,000 | +6.0% |
| $250,001–$350,000 | +4.5% |
| Over $350,000 | +3.0% |
There’s no SBA 7(a) tier anywhere near “base rate plus 1%” — the lowest spread that exists in SBA’s own published table is +3.0%, and only for loans over $350,000. If your current loan is priced meaningfully above the tier that applies to your loan size, that gap is exactly what the refinance program exists to close.
Guarantee Requirements
All owners with 20%+ equity must personally guarantee the new loan. A spouse holding 5%+ equity where combined household ownership reaches 20%+ must also guarantee.
Benefits of Refinancing
- Lower monthly payments — the direct result of the required 10% payment-improvement test.
- Freed-up cash flow to redirect toward growth priorities instead of servicing above-market debt.
- Access to additional working capital in some structures, alongside the rate improvement.

FAQ
What rate can I refinance into with an SBA 7(a) Refinance?
Your new rate follows SBA’s standard 7(a) rate-spread table by loan size — the lowest tier is base rate +3.0%, for loans over $350,000. There’s no tier near +1%. What qualifies you isn’t a specific target rate but whether the refinance clears a documented 10% payment-improvement test.
What debt qualifies for SBA 7(a) refinancing?
Business-purpose debt not already on reasonable terms: demand-note or balloon debt, above-SBA-maximum-rate debt, business credit-card debt, over-collateralized debt, or a revolving line your lender won’t renew.
Who has to personally guarantee the refinanced loan?
Any owner with 20%+ equity, plus a spouse with 5%+ equity where combined household ownership reaches 20%+.
Can I refinance debt that’s already been refinanced once?
Yes, but it must have been on your balance sheet for two full tax cycles before the new SBA application.
